The Town of Wasaga Beach continues to grow and expand, creating exciting opportunities to strengthen our municipal infrastructure and service delivery. As part of this growth, we are seeking a Manager of Environmental Services to play a key leadership role in ensuring the safety, reliability, and sustainability of the Town’s essential systems.

Position Overview: Oversee the Town’s municipal water supply and distribution systems, wastewater treatment and collection systems, stormwater management infrastructure, and environmental services programs.

Provide leadership, strategic oversight, and operational management for the division, including administration, regulatory compliance, long-term infrastructure planning, and coordination with the Town’s operating authority under agreement.

Education & Training
  • Post-secondary Degree in Engineering, Certified Engineering Technologist, or an equivalent combination of education and experience.
  • P.Eng. and/or PMP certification considered an asset.
  • Water Distribution and Wastewater Collection licenses considered an asset.
  • Valid Standard First Aid & CPR/AED Level C.
  • Demonstrated Drinking Water Quality Management Standard (DWQMS) training considered an asset

Experience & Skills:
  • Minimum seven (7) years of related experience in municipal operations and maintenance for water distribution, wastewater collection, environmental monitoring, and stormwater management, including at least four (4) years in a supervisory or project management role.
  • Experience interacting with MECP, public health officials, and regulatory agencies.
  • In-depth knowledge of water and wastewater designs, systems, processes, equipment, and administration.
  • Strong understanding of relevant legislation, including Environmental Protection Act, Clean Water Act, Safe Drinking Water Act, Ontario Water Resources Act, Occupational Health & Safety Act, South Georgian Bay Lake Simcoe Source Protection Plan, Pesticides Act, etc.
  • Demonstrated leadership, communication, organizational, and public relations skills with the ability to manage teams, resolve conflict, and deliver high-quality customer service.
  • Ability to multitask, manage competing deadlines, and exercise sound judgment under pressure.
  • Physically capable of meeting job requirements and using required PPE.
  • Proficiency with Microsoft Office, CADD, GIS, and related software.

Salary Range (35 hours/week): $123,887.40 to $144,908.40 annually

JOB PURPOSE:

The Manager, Environmental Services is responsible for ensuring the safety, reliability, and sustainability of the Town’s municipal water supply & distribution systems, wastewater treatment & collection systems, stormwater management infrastructure, and environmental services programs. This position provides leadership, strategic oversight, and operational management for the division, including administration, regulatory compliance, long-term infrastructure planning, and coordination with the Town’s operating authority under agreement.

Core areas of responsibility include:
  • Division administration and staff leadership;
  • Environmental services operations;
  • Long-term water, wastewater, and stormwater infrastructure planning; and
  • Environmental compliance and regulatory oversight.

  1. Administration                                                                            
  • Provide leadership, supervision, and guidance to supervisors, lead hands, operators, and support staff related to division operational responsibilities. .
  • Lead and manage staff performance through coaching, mentoring, formal evaluations, training, succession planning, and discipline as required.
  • Plan and monitor staffing requirements; recommend organizational changes; maintain job documentation; participate in recruitment and make hiring recommendations.
  • Promote and enforce a strong health & safety culture, ensuring compliance with the OHSA and all corporate policies, procedures, and PPE requirements.
  • Prepare and recommend annual operating and capital budgets, long-range forecasts, and divisional business plans. Administer budgets and report financial updates to the Director as required.
  • Review and evaluate administrative and service delivery processes to improve efficiency, customer service, and alignment with departmental and corporate objectives.
  • Collaborate with other departments to support coordinated service delivery and shared initiatives.
  • Administer and monitor the Town’s operating agreement with OCWA, ensuring contractual compliance, service standards, and performance accountability.
  • Oversee and coordinate the investigation, documentation, and response to environmental spills and/or insurance claims related to municipal water, wastewater, and stormwater infrastructure, including environmental incidents.
  • Represent the Town, as required, at Examinations for Discovery, mediations, and other legal proceedings related to Environmental Services matters, in consultation with the Town’s legal counsel and insurer.

Environmental Services Operations                                                                  
  • Develop contingency plans, operational manuals, and standard operating procedures for all managed facilities and systems.
  • Respond to and manage operational emergencies, including decision-making, public notification, and coordination of staff resources.
  • Ensure effective public communication regarding service disruptions, environmental advisories, or system upgrades.  Communicate with residents regarding water, wastewater, and stormwater matters; investigate complaints and inquiries, ensuring timely and effective resolution.
  • Notify the Director of service disruptions, system anomalies, and activities requiring escalation under emergency or operational plans. 
  • Directs spill prevention, preparedness, and response activities, including development and implementation of spill management plans, coordination of containment and remediation efforts, regulatory notifications, root cause investigations, and corrective actions.
  • Provide technical expertise related to water and wastewater systems, infrastructure, and processes. 
  • Represent the Division or Department on corporate initiatives, stakeholder engagements, and inter-departmental projects.
  • Collaborate with Treasury Department related to water and wastewater-related fees and charges; billing adjustments and provide recommendations to the Director.
  • Collaborate with Engineering and Public Works on capital projects, development reviews, and long-term studies.
  • Provide oversight of Town’s Water Meter Program including activities related to water meter/transmitter installation, replacement, maintenance, testing, and repairs.  Develop and implement annual meter replacement strategies and upgrade plans (including lifecycle and AMI/AMR technology programs, where applicable).
  • Attend site meetings, project discussions, and consultant engagements as required.
  • Work with Fleet Manager on procurement, repairs, and maintenance needs related to the vehicles and equipment.
  • Coordinate building-related responsibilities as needed.

  1. Long-term Infrastructure Planning                                                                               
  • Lead and contribute to long-term planning for water treatment & distribution, wastewater treatment & collection, and stormwater management systems.
  • Collaborate with Engineering regarding planning applications for alignment with system capacity, infrastructure needs, and long-term service objectives; attend planning meetings as required.
  • Coordinate and monitor long-term planning tools and resources, including the water and wastewater model, asset management plan, environmental assessments, and financial plans.

  1. Systems Compliance                                                                    
  • Serve as the primary liaison with regulatory agencies and OCWA as the Town’s approved operating authority.
  • Responsible for ensuring compliance with the Safe Drinking Water Act and all applicable drinking water regulations. This role oversees corrective action programs to protect public health and maintain regulatory compliance. The Manager provides leadership in developing and implementing environmental policies, risk management strategies, and operational controls to ensure safe, reliable drinking water delivery. The position manages audits and compliance documentation, and ensures timely response to violations, exceedances, and public notification requirements.
  • Ensure preventative maintenance is conducted across all water, wastewater, and contracted facilities.
  • Monitor and enhance management systems such as the Drinking Water Quality Management System (DWQMS) and act as Primary QMS Representative.
  • Review operational and environmental policies, recommending updates as needed.
  • Lead the review, development, recommendation, and implementation of a comprehensive municipal Backflow Prevention Program, including policy development, by-law support, risk assessment, cross-connection control measures, public education, and ongoing compliance monitoring to protect the Town’s drinking water system.
  • Lead the review of best management practices (BMPs) for water distribution, wastewater collection, and stormwater management systems to enhance system reliability, environmental protection, public health safeguards, and operational efficiency.
  • Advise on corrective action plans when compliance issues arise, including liaison with the Ministry of Environment, Conservation & Parks (MECP).

PHYSICAL DEMANDS AND WORKING CONDITIONS

Physical Effort: The physical demands outlined here reflect those necessary for an employee to effectively carry out the essential duties of this position. Physical Demands: The role involves a combination of office work and fieldwork. Normal Hours of Work: Normal hours of work will be thirty-five (35) hours per week. Flexibility in scheduling is essential. Availability 24/7 is expected to provide guidance and respond to emergencies related to water, wastewater, and stormwater systems.

Physical Environment: Work is performed in both office and outdoor environments. Outdoor work may involve exposure to varying weather conditions, noise, dust, and potentially hazardous materials. The Supervisor may also be required to visit construction sites, stormwater ponds, and confined spaces, adhering to all safety protocols.

Sensory Attention: High levels of sensory attention are required to monitor system performance, review technical documents, inspect infrastructure, and ensure compliance with regulatory standards. The role demands strong attention to detail when analyzing data, reviewing reports, and responding to public or agency inquiries.

Stress: This position can be moderately to highly stressful due to the responsibility of ensuring compliance with provincial regulations, managing emergency situations, and being available on a 24/7 basis. The Manager must also manage staff, respond to public complaints, and coordinate with multiple departments and agencies, all of which require strong decision-making and leadership under pressure.
