The Town of Wasaga Beach is seeking an energetic and self-motivated team player to perform the duties and responsibilities of the Municipal Law Enforcement Supervisor.

General Responsibilities: This supervisory position provides daily operational direction, support, and leadership to Municipal Law Enforcement Officers, Property Standards Officers, and seasonal staff. The role ensures effective enforcement of municipal by‑laws, with a focus on property standards, zoning compliance, inspections, and special projects. Responsibilities include coordinating field deployment, overseeing parking enforcement technology and processes, supporting priority investigations, and assisting with staff training, scheduling, and onboarding. The position promotes a customer‑focused, education‑first approach to achieving consistent and fair by‑law compliance.

Qualifications:
  • Completion of a two (2) year post-secondary diploma in Law and Security, Police Foundations, Public Administration, or a related field
  • Thorough working knowledge of applicable legislation including the Municipal Act, Building Code Act, Provincial Offences Act, Dog Owners’ Liability Act, and related municipal By-laws.
  • Strong understanding of property standards enforcement procedures and applicable legal frameworks
  • Experience preparing and reviewing enforcement documentation, court packages, and evidence briefs
  • Demonstrated leadership abilities and supervisory experience in a municipal or regulatory enforcement environment
  • Excellent organizational, interpersonal, and written communication skills.
  • Ability to interact effectively with members of the public, elected officials, and external agencies
  • Strong decision-making and conflict resolution skills
  • Computer literacy in Microsoft Office, enforcement software, ticketing platforms, and electronic records systems
  • Valid Class “G” Driver’s License and Driver’s Abstract in good standing
  • Must be able to work in a variety of weather conditions and operate relevant equipment
  • Acceptable Criminal Record, Vulnerable Sector and Police Record Name Check as condition of employment
  • Must be able to work a variety of shifts, including nights, evenings, weekends and statutory holidays, if required.
Hourly Wage (35 hours per week): $50.92 - $59.57

JOB PURPOSE:

Under the direction of the Manager, the Supervisor provides day-to-day operational supervision, support, and leadership to Municipal Law Enforcement Officers, Property Standards Officers, and seasonal staff. This position ensures the effective enforcement of municipal By-laws, with a particular focus on property standards, zoning compliance, compliance inspections, and special projects.

The Supervisor oversees the Town’s parking enforcement technology and processes, attends and supports high-priority investigations, coordinates field deployment, ensures procedural accuracy and file quality, and assists with training, scheduling, and the orientation of new and seasonal staff. The role supports a customer-focused approach to By-law compliance, emphasizes education, and promotes consistent, fair enforcement practices aligned with legislation and Town policy.

  1. Operational Supervision                                                                                      
  • Provides daily oversight of Municipal Law Enforcement Officers, Property Standards Officers, and summer enforcement staff.
  • Schedules staff, assigns duties, monitors workloads, and ensures adequate field coverage and response times.
  • Responds to operational inquiries, resolves complaints or escalations, and provides guidance to staff in complex or sensitive enforcement matters.
  • Reviews reports and field documentation to ensure accuracy, completeness, and legal compliance.
  • Assists in the recruitment, interviewing, onboarding, and training of new and seasonal staff.
  • Provides mentorship, instruction, and on-the-job coaching to enforcement staff on investigative techniques, legislative interpretation, and By-law application.
  • Coordinates daily operations and logistics, including field equipment management, shift reporting, and urgent service coverage.
  • Acts as the primary field liaison between staff and the Manager for operational matters.
  • Delivers education on By-law interpretation, enforcement protocols, evidence handling, and customer service standards.
  • Supports a positive and respectful work environment focused on safety, learning, and team cohesion.
  • Available outside of normal hours to provide staff support during after-hours enforcement or emergencies.
  • Provide hands-on training in By-law procedures, safety protocols, conflict resolution, and customer service standards.
  • Monitor and approve schedules, time off, and resource allocation based on department needs.
  • Responds to staff concerns or incidents in the field and ensures health and safety protocols are followed.

  1. Property Standards & General Enforcement                                                    
  • Oversees property standards investigations and ensures enforcement is carried out in accordance with the Town’s Property Standards By-law and the Building Code Act.
  • Investigate complaints and issue Orders to Comply or Emergency Orders under the Building Code Act.
  • Liaise with contractors and Town departments to coordinate remedial work and arrange clean-ups.
  • Lead complex or high-risk property standards cases, including cost recovery and charge preparation.
  • Represent the Town at Property Standards Committee and in Court hearings.
  • Maintain case files, records, and legal evidence, and provide training to junior enforcement staff or external partners.
  • Reviews Orders to Comply and other property-related enforcement documents drafted by staff for consistency, accuracy, and legal sufficiency.
  • Investigates high-level or recurring complaints regarding property maintenance, occupancy issues, or unsafe conditions; supports enforcement officers on complex cases.
  • Assist with the oversight of appeals to the Property Standards Committee and provides procedural support to members.
  • Supports the Property Standards Committee as a secondary assistant by coordinating meetings (scheduling and quorum), preparing agendas and minutes, managing correspondence and records, providing guidance on By-laws, and preparing appeal case materials.
  • Liaises with internal departments (e.g., Building, Planning, Fire) and external agencies to address multi-jurisdictional enforcement issues.
  • Participates in the preparation of prosecution packages and attends hearings as a witness, where necessary.

  1. Special Projects & Interdepartmental Initiatives                                                
  • Supports the planning and execution of targeted task forces and special initiatives addressing specific municipal enforcement priorities such as short-term rental enforcement, vacant properties, encampments, and high-volume complaint areas.
  • Coordinates with other departments (e.g., Planning, Fire, Building, Police) to ensure aligned and strategic enforcement actions.
  • Prepares reports, enforcement plans, and summaries for Manager to review and Council reporting as needed.
  • Ensures staff are deployed appropriately for special projects, provides field guidance, and evaluates success of initiatives based on compliance outcomes.

  1. Parking System Administration                                                                         
  • Administers the Town’s Parking Enforcement & Management System, including the operation and maintenance of Pay & Display machines and digital payment platforms (e.g., Honk Mobile).
  • Oversees the entry, processing, and escalation of penalty notices in accordance with the Provincial Offences Act and Town procedure.
  • Monitors functionality of enforcement technology (e.g., handheld ticketing devices, software), troubleshoots issues, and coordinates vendor support as required.
  • Reviews municipal parking lots and on-street spaces for safety, and signage compliance.
  • Supports the use of Town parking assets for special events; coordinates temporary signage and lot closures with organizers and Town departments.
  • Direct training and support for summer staff assigned to parking enforcement.
  • Liaise with vendors and technicians for service repairs and upgrades.
  • Other duties as directed.

  1.  Enforcement & Prosecution Support                                                              
  • Supports enforcement staff in the investigation of complex complaints related to municipal By-laws (e.g., noise, zoning, business licensing, signage, fire safety, animal control).
  • Enforce municipal animal control By-laws and address public safety concerns in collaboration with pet owners.
  • Carry out duties related to impoundment and release of dogs at large, including investigations under the Dog Owners’ Liability Act (DOLA) and obtaining court orders when required.
  • Provide emergency backup for contracted services (e.g., impoundments, dead animal removal) and participate in on-call rotation for after-hours coverage.
  • Assists with preparing evidence, witness statements, legal notices, and prosecution briefs.
  • Reviews enforcement files to ensure evidence meets legal thresholds for court or administrative hearings.
  • Acts as a Court Officer when required by coordinating POA court appearances, submitting evidence, and attending hearings.
  • Ensures enforcement actions prioritize public safety, voluntary compliance, and procedural fairness.

  1.    Administration & Reporting                                                                                   
  • Prepares regular activity summaries and operational updates for the Manager, including enforcement statistics and trends.
  • Maintains inspection records, digital logs, evidence files, and investigative notes in accordance with Town policies and applicable legislation.
  • Provides input into the development and review of enforcement procedures and department documentation.
  • Assists with procurement processes related to enforcement equipment and supplies as directed.

PROFESSIONAL DESIGNATION:
 
  • Certified Property Standards Officer designation through the Ontario Association of Property Standards Officers
  • Certified Municipal Law Enforcement Officer Designation through the Municipal Law Enforcement Officers Association is preferred
 
EXPERIENCE:

Two (2) years previous related job experience, one (1) year on the job. Minimum three (3) years total relevant experience.
