The Town of Wasaga Beach is seeking an energetic and self-motivated team player to perform the duties and responsibilities of the Property Standards & Zoning Officer.

General Responsibilities: Under the Supervision of the Manager, Municipal Law Enforcement, the Property Standards, & Zoning Officer is to ensure enforcement and compliance with municipal by-laws, particularly pertaining to property standards but will include (not limited to) parking, noise, zoning, fire, signs, animal control, which includes inspections, investigating, maintaining proper records, and preparing, collecting and providing evidence.

Qualifications:
  • Successful completion of a minimum 2-year post-secondary education, preferably in Law and Security, Police Foundations or related field, or equivalent experience
  • Thorough knowledge and understanding of the Building Code Act, Municipal Act, Provincial Offences Act, Planning Act, Dog Owners Liability Act, municipal by-laws, Provincial Parks related legislation/Acts/statutes/regulations and current industry practices and procedures
  • Ability to work independently, and to interact effectively and courteously with all contacts in a political and community/client service environment, to exercise discretion and judgment when handling confidential/sensitive/controversial information and assure the security of such information/files; to building cooperative/collaborating working relations
  • Excellent analytical, problem-solving, organizational, interpersonal, communications, report-writing, public relations, conflict resolution, time management and inspection skills
  • Ability to act in a confident and professional manner under stressful situations, including providing evidence in court, and respond promptly to customer needs
  • Experience in working in a computerized environment
  • Valid Class “G” Driver’s License and Driver’s Abstract in good standing
  • Must be able to work in a variety of weather conditions and operate relevant equipment
  • Acceptable Criminal Record, Vulnerable Sector and Police Record Name Check as condition of employment
  • Must be able to work a variety of shifts, including nights, evenings, weekends and statutory holidays, particularly in the spring and summer months

Hourly Wage (35 hours per week): $44.03 - $51.50

JOB PURPOSE:

Under the Supervision of the Manager, Municipal Law Enforcement, the Property Standards, Enforcement, & Zoning Officer is to ensure enforcement and compliance with municipal by-laws, particularly pertaining to property standards and Zoning related matters but will include (not limited to) parking, noise, fire, signs, animal control, which includes inspections, investigating, maintaining proper records, and preparing, collecting and providing evidence. 

This position supports the Town's regulatory compliance by enforcing both the Zoning By-law and the Property Standards By-law. In the area of zoning enforcement, the role involves investigating complaints, conducting inspections, ensuring compliance with permitted uses, issuing Notices and/ or Orders, and processing charges under the Planning Act as applicable. The officer provides guidance and education to property owners, developers, and the public, while coordinating with internal departments and external agencies to support the safe and lawful use of properties.

In the area of property standards, the role includes investigating complaints, conducting inspections, issuing Orders to Comply, and pursuing charges under the Provincial Offences Act or AMPS as applicable. The officer prepares enforcement documents, attends hearings or court proceedings, and works with property owners and contractors to ensure safe, healthy, and well-maintained properties throughout the community.

Departmental duties include providing advice to the public on regulatory by-laws, assisting with complaints, and ensuring timely, professional follow-up. Supports special events through traffic control and lot closures, issues dog tags, licenses, and permits, and handle mail. Performs enforcement of all municipal by-laws-including Noise & Nuisance, Open Fires, Animal Control, Clean Yards, Road Occupancy, Signs, and Parking through inspections, investigations, record keeping, and evidence preparation. Provides guidance on complaint forms, regulations, and digital platforms such as Pay & Display machines while delivering high levels of customer service.

  1. Property Standards Enforcement
  • Enforce the Property Standards By-Law for compliance
  • Receive complaints, investigate property, apply By-Law to each situation; if necessary, issue Orders to Comply or Emergency Orders under the Building Code Act, follow up inspection, and arrange for municipality to clean property, if necessary, as directed
  • Bring charges for non-compliance or arrange for full cost recovery including Municipal fees, through the Treasury Department
  • Prepare documents, attend and testify at Property Standards hearings
  • Prepare witness statements, conduct interviews and gather evidence for Judicial Process
  • Issue written Orders for remedial action
  • Liaise with other regulatory bodies and agencies; Municipal Departments, County, Provincial and Regulatory (such as Fire, Police, Board of Health, Ministry of Environment, Ministry of Health and Landlord/Tenant Board)
  • Arrange and schedule site meeting with contractors and town employees
  • Attend Property Standards hearings, AMPS Hearings and Provincial Court to testify
  • Maintain and organize inspection records, appointments, evidence and an up to date notebook
  • Carry out duties in Extreme Cold, Extreme Heat, and severe weather conditions

  1. Zoning Enforcement                                
  • Enforce the Town’s Zoning By-law to ensure compliance with permitted uses, site-specific provisions, parking standards, setbacks, lot coverage, and other applicable regulations
  • Receive and investigate zoning complaints; conduct site inspections; interpret and apply zoning regulations to each situation and coordinate with Planning Division as necessary
  • Issue written Notices and/ or Orders to Comply, and related enforcement correspondence as required
  • Prepare documentation for legal proceedings, including evidence briefs, photographs, witness statements, and court summaries
  • Initiate and process charges under the Planning Act for zoning non-compliance; attend Provincial Offences Court to provide testimony as required
  • Coordinate voluntary compliance efforts and negotiate timelines for corrective action where appropriate
  • Liaise with internal departments and external agencies including Planning, Building, Nottawasaga Valley Conservation Authority, Ministry of the Environment, and Ministry of Natural Resources and Forestry
  • Maintain accurate records of inspections, correspondence, enforcement actions, and legal proceedings in accordance with municipal record retention policies
  • Provide zoning interpretation guidance and education to property owners, developers, contractors, and the public where necessary.

  1. Municipal Law Enforcement                                                                                    
  • Provides assistance and information to the public relating to municipal by-laws
  • Support enforcement and compliance with municipal by-laws, including but not limited to parking, noise, zoning, fire, signs, animal control
  • Assist in receiving and investigating complaints; conduct inspections regarding suspected violations; gather evidence, interview witnesses, collect statements, and prepare summons or other enforcement documents. Issue parking penalty notices under the Administrative Monetary Penalties System (AMPS) and Part I & Part III charges under the Provincial Offences Act (POA) or AMPS as applicable
  • Apply a variety of compliance strategies to ensure municipal by-laws and legislation are followed, working collaboratively with business owners and the public to protect community safety and uphold the public interest
  • Maintain proper records, databases, computerized and paper, and preparing, collecting and giving evidence
  • Assist the Court Officer by assembling all court-related documents, creating and/or reviewing crown briefs, for all material required for prosecutions, including tracking of court appearances, witness requirements and recording out comings/follow-ups
  • Conduct applications for setting of fines and short-forming wording process under the Provincial Offences Act and Ministry of Attorney General
  • Liaises with other departments/agencies to enforce regulations. Provide assistance to the public on information regarding regulations, by-law and municipal services

  1. Additional Duties                                                
  • Supports special projects and targeted enforcement initiatives, including short-term rental compliance, vacant properties, encampments, and high-volume complaint areas, ensuring strategic planning, staff deployment, and field guidance
  • Provide assistance to various Departments within the Town of Wasaga Beach jobs may include moving boxes and furniture, delivering letters and notices, and picking up and delivering various size and weight parcels; pick up and delivering mail
  • Oversee and implement authorized traffic control and parking/road closures for special events on occasion, including participation in planning sessions and the setup of signs, barriers, and other cautionary devices in accordance with established safety practices.
  • Assist in office duties as required, including answering phone inquiries, receiving and processing complaints, issuing permits or addressing counter inquiries
  • Maintain, service, and monitor all parking equipment and systems, including Pay & Display machines, handheld devices, ticketing platforms, and online payment systems.
  • Perform seasonal and routine maintenance, including winterization, battery replacement, signage updates, coin collection, and coordination with qualified technicians as required.
  • Oversee parking lot and on-street safety through inspections, line painting, surface repairs, hazard marking, and general upkeep.

  1. Animal Control                                                                                                    
  • Ensure enforcement and compliance of municipal animal control by-laws, working with pet owners to ensure that public interest and safety issues are addressed
  • Perform necessary duties pertaining to Animal Control, including impoundment and release of dogs at large
  • Conduct Dog Owners’ Liability Act (DOLA)  investigations and seek Orders as required
  • Emergency back-up on an as needed basis for Animal Control Contract functions including dead animal pick-up and disposal or dog impoundments
  • Provide animal control on-call service on a rotational basis for evenings, weekends and holidays

PROFESSIONAL DESIGNATION:
  • Municipal Law Enforcement Officer Certification preferred.
  • Property Standards Officer Certification required.
EXPERIENCE:

Three (3) years previous related job experience, one (1) year on the job. Minimum four (4) years total relevant experience.
